President Chen has made three trips to Nicaragua. The first was in August 2000, as part of his first presidential journey abroad; the second in September 2005 for the Fifth Summit of the Heads of State and Government of the Republic of China (Taiwan), Central America, and the Dominican Republic; and the third in January 2007 for the inauguration of President Daniel Ortega. President Chen attended the inauguration of Nicaragua President Daniel Ortega and held bilateral talks with him. The two leaders exchanged views on a wide range of issues regarding future cooperation and exchanges in an effort to strengthen ties between the two countries.

During his trip entitled “Maritime Partners—A Cooperative Trip,” President Chen attended the inauguration of Palauan President Tommy Remengesau. Before heading off to a banquet hosted by President Remengesau, President Chen watched a dolphin show at the Palau Dolphin Marine Park, where a dolphin named Ekei (meaning “sister” in Palauan) kissed him on the cheek as a sign of welcome.
參加318護民主反併吞大遊行活動，與民眾們一參加帛琉總統雷蒙傑索就職典禮，於接受雷蒙傑索總統便餐款宴前，總統在海豚公園欣賞了精彩的海豚表演，一隻名為Ekei(帛琉語意為「姐妹」)的海豚以親吻臉頰方式來歡迎陳總統的到訪。

President Scotty of Nauru led cabinet members to see President Chen off at the airport. President Chen said, “The greatness of a country does not lie in its dimensions or population size, but rather in the strength of the minds of its people. Taiwan and Nauru are both small countries, yet their peoples have unlimited power. The future of these two countries is thus full of hope and opportunity.”
諾魯史可迪總統率閣員送行，陳總統表示，一個國家的偉大與否，不在於國土面積大小，也不在於人口有多少，而是在於這國家人民心中的力量有多大。台灣和諾魯都是小國，然而兩國人民的力量是無限的，兩國的未來充滿機會與希望。

Before leaving Nauru, President Chen was warmly greeted by local children who sang the famous Taiwanese folksong “The Green High Mountain” and chanted “President A-Bian Go, Go, Go.”

President Chen made his third trip to the beautiful nation of Paraguay. Accompanied by President Duarte to visit his hometown Colonel Oviedo City, President Chen was warmly welcomed by the local citizens. There he attended a ceremony in appreciation for Taiwan’s donation of rice and public housing.
