The Yushan 2007 political-military exercises, which involved government officials and military units, tested the government’s crisis response capabilities by simulating an attack by China and turmoil caused by a variety of factors. From the Hengshan Command Center, President Chen orders the commencement of the Yushan 2007 political-military exercises, summoning the heads of all cabinet-level agencies to a 20-hour long test of crisis decision-making.  
「玉山○七」政軍兵推演練是模擬國家遭遇中國突襲、或因各種狀況導致台灣局勢大亂時,政府的應變之道。總統在圓山指揮所,下令展開「玉山○七」政軍兵推演練,並召集各部會首長,進行連續20小時之危機決策政軍兵棋推演。

The Yushan 2007 political-military exercises, which involved government officials and military units, tested the government’s crisis response capabilities by simulating an attack by China and turmoil caused by a variety of factors. From the Hengshan Command Center, President Chen orders the commencement of the Yushan 2007 political-military exercises, summoning the heads of all cabinet-level agencies to a 20-hour long test of crisis decision-making.

A ceremony is held to name a new-model fighter jet built under the Indigenous Defense Fighter (IDF) program on the occasion of its introduction to the public. As it is difficult for Taiwan to procure fighter jets from abroad, the IDF program was a boost for the counterattack capabilities of the Taiwan Air Force and is of great significance in ensuring Taiwan’s national security. At the naming ceremony, President Chen christened the new fighter the “Syongying,” (literally, “Heroic Eagle”), after the goshawk, a bird of prey endemic to Taiwan.
「翔昇專案」戰機首飛展示暨命名典禮。在對外採購戰機不易的情況下,「翔昇專案」適時填補我空軍反制作戰戰力,對確保台灣的國家安全至具意義。總統取「台灣蒼鷹」的雄姿,將新研製的戰機命名為「雄鷹」戰機。

At the commissioning ceremony for the “Eagle Eye 2000” (E-2T), one of the most advanced models of early-warning aircraft, President Chen, as the presiding official, announces its formal entry into service. The President later mounted an E-2T, which has expanded the Taiwan Air Force’s early warning capability and improved its command and control over airborne operations, to learn about its functions.
「鷹眼2000型機」是延伸我空軍預警能力、強化空中作戰指揮與管制最先進的預警機種之一。總統以大閱官身分主持成軍典禮,正式宣布成軍令,隨後並登上鷹眼機瞭解飛機性能。

In consideration of their contributions to safeguarding the nation, President Chen visited the troops stationed at Wuciou, a pivotal position in the Kinmen-Matsu defense line, to extend his greetings just prior to the 2007 Lunar New Year.
為體恤戊守位於金馬防線中樞位置-烏坵之官兵平日保家衛國的辛勞,總統特別於2007年農曆春節前夕前往慰勉國軍官兵。

Just before Lunar New Year in 2007, President Chen inspected the troops in Wuciou, the outermost of Taiwan’s offshore islands, to boost the morale of the servicemen. Here, the President is seen touring the camp to become more familiar with the troops’ living conditions.
2007年農曆春節前夕,總統視導位於離島最前線的烏坵部隊,親自為國軍弟兄們加油打氣,並至營區實地了解弟兄們的生活起居情形。

The guided-missile destroyers Zuoying and Magong are commissioned into service. The purchase of four guided-missile destroyers (the other two were christened Keelung and Suao) was one of the major military purchases that occurred during President Chen’s time in office. As commander-in-chief of the three services, the President instructed the Ministry of National Defense to name the four military vessels after places in Taiwan. These vessels are not only the navy’s largest by tonnage, but also possess the best combat capability and performance. Their entry into service was a great boon to the preparedness of the Taiwan Armed Forces.
基隆、蘇澳、左營及馬公四艘飛彈驅逐艦是總統任內親自定案的重大軍事採購案,同時也是總統以三軍統帥的身分,指示國防部要以台灣的地名所命名的軍艦。這四艘飛彈驅逐艦不但是我海軍噸位最大,同時也是武力與性能最優異的艦艇,是我國軍近年來戰力整備重大的指標。圖為海軍左營暨馬公軍艦成軍典禮。

President Chen presides over the commissioning of the guided-missile destroyers Keelung and Suao. Naming the four Keelung-class destroyers after four military ports—Keelung, Suao, Zuoying, and Magong—signifies that the combat capability of Taiwan’s fleets is dependant upon the nation’s naval bases.
四艘基隆級艦結合台灣地名,以「基隆、蘇澳、左營、馬公」四個海軍港口命名,象徵著海軍基地為艦隊戰力泉源。圖為總統主持海軍基隆、蘇澳軍艦成軍典禮。

At an elevation of 2,620 meters, ever-changing weather and difficult living conditions are a fact of life at Hsinchu’s Leshan Base. Here, President Chen shook hands with each of the soldiers. He is the first president of this country to have visited all of Taiwan’s high mountain and offshore military bases.
因新竹樂山基地標高2,620公尺,天候多變,生活條件相當艱困,總統特別親自前往向國軍弟兄們致意。他也是第一位跑遍所有高山及離島各軍事據點慰勉官兵的國家元首。

President Chen traveled to Hsinchu’s Leshan Base by helicopter to inspect the training of troops. While there, he inquired about the soldiers’ living conditions, visited the base’s radar station, and asked detailed questions about the combat preparedness of the troops.
搭乘直昇機抵達新竹樂山基地,實地瞭解基地官兵任務訓練情況;也頻頻關心官兵的生活起居,並親往基地雷達站視察,詳細詢問官兵戰備情況。

President Chen inspects a tank company during a military training exercise in Kinmen. The President visited the Kinmen Islands in 2006 prior to the Lunar New Year to inspect combat training and extend his New Year’s greetings to the troops. In addition to thanking frontline service personnel for their efforts, the President also asked the Ministry of National Defense to ensure that the government’s “three assurances” policy be fully implemented. The three assurances refer to keeping servicemen safe, enabling servicemen to take good care of their families, and giving their families peace of mind.
2006年春節前夕,總統前往金門,視導戍守官兵戰訓情形,並提前向部隊賀新年。除感謝前線官兵外,也要求國防部必須具體落實「三安政策」,使國軍部隊安全、軍人安家、軍眷安心。圖為總統視導戰車連官兵戰訓情形。

President Chen presides over a ceremony held in Kinmen’s Cingtian Hall celebrating the 47th anniversary of Taiwan’s victory in the Battle of the Taiwan Strait. In a statement delivered at the ceremony, the President emphasized, “On August 23, 1958, the Battle of the Taiwan Strait was won through the close unity of the military and civilians, as well as a determination to succeed. Without this battle, Taiwan, Penghu, Kinmen, and Matsu would not be what they are today.”  
「『823戰役』是一場軍民精誠團結、奮鬥求勝的戰役,沒有當年的823,就沒有今日的台澎金馬。」圖為總統在擎天廳主持823戰役勝利47週年慶祝大會。

Accompanied by Vice President Lu Hsiu-lien, President Chen visited Taichung’s Cingcyuangang Air Base in July 2005 to view the Hanguang No. 21 military exercises. The exercises, which included drills for counterattacking special operations and airborne landings by enemy forces, demonstrated Taiwan’s impressive fighting capabilities
在呂副總統的陪同下,赴台中清泉崗基地,主持國軍「漢光21號」演習—「反特攻」及「反空降」作戰演練,一同見證國軍所展現的堅強戰力。

During the naming ceremony for Taiwan’s Cloud Leopard armored vehicle, President Chen commended the mass production of the machine as “a clear demonstration of the government’s efforts to ‘capitalize on the power of the private sector and promote industrial development,’” as well as “an excellent result of the Ministry of National Defense’s efforts to promote military-civilian cooperation in research and development with the aim of realizing the ‘autonomy of defense’ in Taiwan.” The President then explained that the name “Cloud Leopard” had been chosen because the performance of the vehicle “meets the armed forces’ combat requirements for ‘high mobility, strong firepower, and exceptional off-road performance,’ just as the cloud leopards that roam Taiwan’s mountains are strong yet swift.”  
主持「雲豹甲車命名典禮」時表示,甲車的成功量產,是政府「結合民間力量,促進產業發展」的積極展現,更是國防部推動軍民合作研發,貫徹「國防自主」的具體成效。且因其性能符合「機動快、火力強與越野佳」之作戰要求,就如同台灣山林中動作敏捷矯健的雲豹,爰特別命名為「雲豹甲車」。

While filming his speech in the army’s 601 Air Cavalry Brigade air hanger, the President was warmly received by base personnel. In his speech, the President reiterated that, “The Taiwan Armed Forces serve our nation and people.”  
在陸軍601空騎旅之機棚錄製軍人節談話,受到國軍弟兄熱烈歡迎。在錄影談話中,總統再度強調「國軍是國家的軍隊,是人民的軍隊。」

On the 44th anniversary of the Taiwan’s victory in the Battle of the Taiwan Strait, President Chen records a speech to be shown on Armed Forces Day on the deck of the navy’s frigate No. 1105, the Jiguang. In his speech, the President said, “Taiwan is like a ship—a strong military vessel. The 23 million people of Taiwan are in this same boat and thus share the same destiny. We must not be divided. We must recognize our shared destiny and work together for the sustained development of the Republic of China (Taiwan), as well as for the lives and wellbeing of the people of Taiwan.”  
適逢台海戰役44週年勝利紀念日,總統特別在海軍1105號繼光軍艦甲板上錄製軍人節談話,並勉勵所有的國軍弟兄「台灣就像一艘船,一艘堅固的軍艦,2300萬人民同舟一命、休戚與共,我們應該不分彼此、同舟共濟,為中華民國(台灣)的永續發展而奮鬥,為台灣人民的生活福祉而努力。」

President Chen visits Pengjia Island, an islet that marks the baseline of the Taiwan’s territorial waters and is the country’s northernmost inhabited island, in August 2005. The President inspected and encouraged staff stationed on the island, while reiterating his commitment to safeguarding national sovereignty and maintaining order and security in the area’s waters.
前往劃定我國領海基線,且有人居住位置最北的島嶼─彭佳嶼視察、慰勉駐地工作人員,並再次宣示捍衛國家主權及維護北方海域秩序與安全的決心。

Recognizing the importance of research and development of avian influenza vaccines and the production of Tamiflu, President Chen visited the Jhunan campus of the National Health Research Institute. He praised the institute’s laboratories for their successful development of key technology for producing Tamiflu in the shortest possible time.
關心禽流感疫苗研發及克流感製程,特別視察國家衛生研究院竹南院區。對於國衛院能夠在最短的時間內,掌握製造克流感藥物的關鍵技術,至表肯定。

During the third senior-level meeting held in the Office of the President on contingency plans for a possible avian influenza outbreak, President Chen was briefed on the development, prevention, and control of the disease by the National Security Council, the Council of Agriculture, the Department of Health, and the Coast Guard Administration. He proceeded to issue a ten-point set of instructions based on information given in the meeting.
在總統府主持「因應禽流感可能入侵防治對策」第三次高層會議,仔細聽取國家安全會議、行政院農委會、衛生署及海巡署所作有關禽流感疫情發展及防治工作的簡報,並綜合與會人員討論內容,作出10點具體裁示。

In July 2005, President Chen visited Dongsha Island to inaugurate the Dongsha division of the fifth offshore flotilla under the Maritime Patrol Directorate General. In addition to receiving briefings from the Dongsha Command regarding developments in the area’s waters, the President also visited the island’s only temple, Da Wang Temple, where he said prayers for the nation. The President is seen here presenting a plaque inscribed with the temple’s name to be hung over the temple door.
前往東沙島訪視,為海洋巡防總局第五海巡隊東沙分隊揭牌,聽取東沙巡防指揮部簡報東沙海域情勢;隨後前往當地唯一的廟宇「大王廟」贈匾、祈福。

President Chen planted a phoenix tree on Dongsha Island in the hope that the wind-and-drought resistant evergreen will add a touch of green to the island.

In his second such trip since December 2000, President Chen visited the Dongsha Islands on July 28, 2005 in a show of determination to defend the nation’s territory. While there, President Chen also inspected the recovery of the coral reef that surrounds the atoll.
前自2000年12月21日之後,2005年7月28日二度前往東沙群島視察,具體展現國家領導人對於維護國家領土及主權完整的決心與使命。總統並視察了環礁區珊瑚礁復育情形

President Chen convenes a senior-level conference concerning the National Security Report. The President presented Taiwan’s people with the Report as he desired that Taiwan would publish national security reports on a regular basis or in the face of an emergency as do the United States and other advanced nations.

For the second time during his presidency, President Chen meets with representatives from all political parties as well as the Legislative Yuan to discuss a major national crisis. At a roundtable meeting on the fight against SARS, participants exchanged opinions concerning the political, economic, and social impact of the disease, how to strengthen existing measures to fight the disease, and whether to declare a state of emergency.
這是總統就任以來,第2次基於國家突發重大事件,邀集各政黨領袖與國會領袖進行會商。當日召開之「朝野領袖防治SARS疫情會議」,特就SARS疫情「對國內政經社會衝擊之評估」、「對目前各項防疫措施是否進一步檢討」及「為因應疫情,是否發布緊急命令」等議題,進行意見交換

President Chen convenes a senior-level meeting of the National Security Council at the Office of the President in the wake of the September 11 attacks on the United States. At the meeting, reports concerning the security of the nation, its economy, and society were presented. Also discussed were how current trends should be met, the drafting of response measures, and ways to follow up. As well, in a televised address to the nation, the President condemned the terrorist attacks on Washington, D.C. and New York City.
因應美國遭受911恐怖攻擊事件,總統在總統府內召開國安會高層會議,針對國家安全、經濟安全、社會安全等重大議題聽取報告,掌握全盤情勢,研擬因應措施,並對後續的處理做成指示。隨後總統亦針對美國首府華盛頓特區及紐約市遭到恐怖份子暴力攻擊事件發表電視談話。

President Chen, attending the “318 March for Democracy and Peace,” stands with the people in making Taiwan’s voice heard by China and the world. The goal of the rally was to let the world see the determination of Taiwan’s people to protect their freedom and democracy in the face of coercion.
參加318護民主反併吞大遊行活動,與民眾們一起表達台灣人民心聲、向中國嗆聲、向全世界發聲。該活動目的係要讓全世界都聽到台灣人民對於民主的堅持,以及拒絕脅迫捍衛自由的決心。

While meeting with seminar participants from the Global Alliance for Democracy and Peace, President Chen expressed to the global community his concern and regret at the passage of China’s contentious “Anti-separation Law” (so-called anti-secession law) and, at the same time, delivered a solemn six-point statement regarding the said law.
接見「全僑民主和平聯盟」工作研討會成員時表示,對於中國仍然一意孤行通過「反分裂國家法」此一侵略性的法律,他除與國際社會共同表達嚴重的關切與遺憾外,也代表政府提出6點嚴正看法。
